Program Manager/Research Engineer

Rachel Catchings, M.S.C.E., P.E., is currently Program Manager of Special Projects and Initiatives with the University of Kentucky, Kentucky Transportation Center (KTC).  Prior to joining KTC, Ms. Catchings spent over 20 years with the Kentucky Transportation Cabinet (KYTC.)  She began as a Resident Engineer, managing construction inspectors and engineers over a four-county area with major corridor reconstruction projects.  After 10 years, she took this practical construction experience to the District Design Engineer role, where she oversaw project development for a ten-county district and a team of technicians and engineers.  Her unique combined construction and design project management skills led to her role as the first statewide KYTC Constructability Coordinator. She now provides a seasoned practitioner perspective to the research team.
