William Staats is a research engineer with KTC’s Traffic and Safety Program. He began working with the Center as a graduate student and came on staff in 2016, after completion of his Master’s. His research expertise includes roadway asset/inventory management, statistical analysis, model development, the Highway Safety Improvement Program, and Highway Safety Manual guidelines. His undergraduate research focused on developing a methodology to assess at-grade railroad crossing geometry and roughness. Mr. Staats’ graduate research involved developing a set of multivariate, non-linear regression models to estimate annual average daily traffic on local roads in Kentucky. Currently, Mr. Staats is evaluating Kentucky’s roadway lighting practices and assessing the feasibility of retrofitting existing roadway lighting with LEDs. He received both his Bachelor’s and Master’s in Civil Engineering from the University of Kentucky, and is a member of the Kentucky Section of the Institute for Transportation Engineers.
