Program Manager/Research Professor
Steve Mills began his engineering career with FHWA in 1990 as a Highway Engineering Trainee and served in various positions of increasing complexity and responsibility within FHWA until his retirement in 2025. He served as the Assistant Division Administrator for the FHWA Kentucky Division from 2010 to 2019 and worked closely with KYTC on successfully implementing the Federal-Aid Highway Program in Kentucky.
Steve also served as the Regulatory Accountability Manager in the FHWA Office of Stewardship, Oversight, and Management. In this position, he led national efforts with the Compliance Assessment Program (CAP), Stewardship and Oversight (S&O) Agreements, Fed-Aid 101 course, and Special Experimental Project No. 16 (SEP-16). He led the update of the national S&O Agreement template. This template is used by all States and FHWA Division Offices to develop their S&O Agreements.
He is a certified NHI instructor and was recognized as an NHI Instructor of Excellence for 2023 and 2024.
